DALLAS, Feb 2 (LSN) - The beginning of February marks the end of the "Month of Prayer to End Abortion" in Texas. On January 14, 1988 Texas Governor George W. Bush declared January to be "A Month of Prayer to End Abortion." The following clip from his speech indicates the governor's exemplary courage in defending the smallest and weakest of his citizens, the preborn.

Respect for human life has been the hallmark of all great civilizations. In recent decades, society has devalued the personal responsibility that preserves and protects life. Reverence for human life must be restored. Adoption is a loving alternative that provides children with an opportunity to grow up in a nurturing environment. I encourage all Texans to work with religious, educational, charitable and civic organizations to support adoption and to send a strong abstinence message to our young people. "TURN OFF TV DAY" FEBRUARY 14

WASHINGTON, Feb 2 (LSN) - Robert W. Peters, president of the group Morality in Media, has announced the seventh annual "Turn Off TV Day" for Saturday, February 14. Peters asserts that most Americans "agree that something is desperately wrong with broadcast TV programming." Peters notes the "constant promiscuity and promotions of homosexuality . blood, mayhem, and foul language. on prime time sitcoms."

Peters added, "Participating in 'Turn Off TV Day' is easy. Leave the remote control alone for 24 hours. Spend the day with your loved ones -- after all, it's Valentine's Day! Then take a moment to write letters to at least two of the chief executives of the leading broadcast networks -- the leaders of ABC, CBS, NBC, Fox TV, The WB Network, UPN, and PBS."

UK PERMITS HUMAN CLONING

LONDON, UK, Feb 2 (LSN) - On Friday, London's Electronic Telegraph reported that Ruth Deech, chairman of the Britain's Human Fertilisation and Embryology Authority (HFEA), said researchers in England were permitted to clone human embryos. She noted that the 1990 Human Fertilisation and Embryology Act licensed experimentation (including cloning) on babies within the first 14 days after conception. Sir Colin Campbell, chairman of the Human Genetics Advisory Commission, concurred, saying, "we have got to be careful not to legislate too rigidly too soon."

Deech claims that such research has not yet been undertaken. Her distorted notion of the beginning of life at some point other than conception is clear as she says, "We would never grant a licence for any treatment that would result in the production of an actual cloned baby." Her sentiments are echoed by Campbell, who says members of the Commission want "to stop the wild and irresponsible notion of cloning whole human beings." Colin claimed that cloning was being permitted in order to protect the possibility that these procedures may "lead to the curing of diseases."

THE PERILS OF IN VITRO FERTILIZATION

NEW YORK, Feb 2 (LSN) - Orange County Superior Court judge Robert Monarch has ruled that two-year-old Jaycee Buzzanca is "nobody's child." Monarch ruled that Jaycee is without a mother or father because doctors used both donor sperm and eggs, then transferred the embryo into the womb of a surrogate mother recruited by a San Francisco couple, John and Luanne Buzzanca, who paid her a fee of almost $10,000 US.

Prior to the birth of the child, born in April 1995, Mr. Buzzanca had filed for divorce. His wife sought child-maintenance payments but Mr. Buzzanca argued successfully in court that the baby could not be his in any legal sense. An appeal judge backed Mr. Buzzanca but also ruled that Mrs. Buzzanca "was not entitled to be called the legal mother of Jaycee at this time". The judge said the child had no biological tie to the couple or the surrogate, Pamela Snell, defined under Californian law as her "gestational" mother. In American law, sperm and egg donors cannot be regarded as natural parents.

Lawyers are now working to allow the child to remain with Mrs. Buzzanca, who has temporary custody and is seeking to establish that Jaycee is her daughter.
