GOVERNMENT RAMS PROVISIONS OF INTERNATIONAL CRIMINAL COURT INTO CANADIAN LAW

Bill forced through Senate despite committee recommendation of three year study

OTTAWA, June 30 (LSN.ca) - Foreign Affairs Minister Lloyd Axworthy today announced that Bill C-19, the
Crimes Against Humanity and War Crimes Act, which incorporates the provisions of the International
Criminal Court (ICC) in Canadian legislation, has received Royal Assent. Confirming the alarming
predictions that the court would strip sovereignty from Canadian law for international law, Axworthy
said, "We have now succeeded in enshrining its provisions in our own criminal law, thereby ensuring
that no person in Canada who has committed crimes against humanity will escape justice."

Various Senators objected to the lightning fast speed at which the upper chamber was forced to pass
the legislation. According to Senator Anne Cools, "The bill is condemned by the committee's own
report. I am sure other senators have put this fact on the record. The tenth report of the
committee expresses great regret that the committee did not have sufficient time, and then it turns
around a few lines later and states that the subject matter should be studied for three years. It
seems to me that this is an extremely serious matter. The committee report has said that these
matters are deserving of study and, in point of fact, matters to which the committee itself did not
give sufficient attention. That is very serious and, to my mind, very damning."

During House debate on the bill Gurmant Grewal, the Alliance's chief foreign affairs critic noted
that not only does the legislation give up Canadian sovereignty, it does so without the final rules
and regulations of the ICC being defined. "This is a travesty of democracy. Bill C-19 requires
Canadians to support something that is still under negotiation by the international community," said
Grewal.

Grewal said that a Canadian Alliance government would repeal the bill. He noted that the Liberal
government rejected an amendment to the bill that would have prevented the handing over of Canadian
sovereignty. The government rejected the addition of the following lines: "notwithstanding anything
(in) this act, Canada's national sovereignty is to be protected" and "international law is not to be
permitted to supersede Canadian law".

One warning of critics, that the International Criminal Court creates a one world government mechanism,
is borne out by the fact that law is the function of government and the ICC will supercede all
national laws and decisions of democratically elected legislatures. In fact, the absolute supremacy of
the ICC over Canadian law is indicated in the explanatory material on the bill released by the
Canadian government: "It would not be a defence that an offence was committed in obedience to the law
in force at the time and in the place of its commission." This position is compounded by the fact that
once the ICC is in place (when 60 countries ratify it) it will have universal jurisdiction in the eyes
of its adherents, even over those countries which object to it.

Canada is at least the 15th country to have ratified the Rome Statute. The full 60 ratifications are
expected by December this year.

LONG'S MANNING ENDORSEMENT HAS ANOTHER OBJECTIVE

TORONTO, June 20 (LSN.ca) - In his March 4 article in the National Post, "The Long road to political
reform", Peter C. Newman reported on his interview with political strategist and then non-leadership
candidate Tom Long. Newman related Long's surprisingly candid comments about his long-term strategy
to use the Canadian Alliance and Preston Manning to create a winning new federal conservative party
in the image of the Ontario Tories.

Who would head that party? Not Preston Manning. Newman wrote "Despite his temporary alliance with
Preston Manning, helping him to kickstart the Canadian Alliance, Mr. Long has his own candidate for
prime minister. 'Mike Harris has a brand identity,' points out Mr. Long... 'He's got more
campaigning left in him, and I think he's kind of finished what can be done at the provincial
level.'"

Long speculated to Newman that in the next federal election, the CA under Preston Manning should win
15 to 32 Ontario seats. Then, he stated "Once the Liberals are destabilized, we could go to Klein
or Harris and say, 'Let's get the two parties together. We know the Liberals are beatable -- now
is your moment.' "

As for Preston Manning, Long summed up his usefulness to the plan: "I've grown to admire Preston
Manning's pragmatism,"..."I've worked with him for five months now, and sure he has baggage, but at
least the guy means to get something done."

The June 19 CBC Newsmagazine report on the Alliance leadership race confirmed that Long's plans may
be alive and well. On this date, Long's campaign appeared to have been mortally wounded by the Quebec
memberships scandal, but the CBC sensed new developments. The announcer stated "suppose the Long
campaign has decided they came to the race too late to win. Suppose they're already planning for the
next leadership race and suppose they'd like that race to come sooner, rather than later. In that
case it makes sense for them to get behind Manning now."

Tom Flanagan, Canadian historian and former top advisor to Manning, was also quoted. Flanagan stated
"If Stockwell Day wins, you're looking at a man who will be leader for, you know, 7, 8, 10 years, who
knows, but, a substantial length of time. So it may be that the Long people think that by supporting
Manning they will get an earlier crack at another try for an Ontario leader, whether it's for Tom
Long himself or whether they really think Mike Harris will give it a shot, I don't know."

WILL AN ALLIANCE GOVERNMENT PRODUCE PRO-LIFE LAWS?

OTTAWA, June 30 (LSN.ca) - Many pro-life Canadians are confident thatStockwell Day is their solution
to the advancement of pro-life legislation through the federal Parliament. They may be right, but not
without maintaining constant vigilance. Neither Canadian Alliance leadership candidate has promised
to implement pro-life legislation if they become the Prime Minister of the country. During a live CBC
interview on Tuesday night, Day told his host, and CBC viewers, that his position on abortion
legislation remains the same as it did from the beginning of his campaign: that he would not initiate
such legislation; rather he would seek to pass laws that would enable Canadian citizens to bring
forward such measures. Thus, pro-life political work must continue and indeed intensify.

In his response to a Canadian Alliance leadership questionnaire produced by the pro-life organization
Campaign Life Coalition (CLC), Day said the same thing: "I would undertake measures that will allow
Members of Parliament and private citizens to bring forward legislative measures protecting life
through free votes and citizens' initiated referenda, and I will support any pro-life measures brought
forward through these processes."

Those people looking for a sharp distinction between the views held by Mr. Day and Preston Manning
will not find one on this point. Mr. Manning told CLC that he too would "pass legislation to permit
'citizens' initiatives' so that Canadians themselves could initiate a referendum on this issue should
a government be disinclined to do so." Drawing from old Reform Party policy, he also wrote: "As Prime
Minister I would initiate a broad public dialogue followed by a national referendum on establishing
legal rights for the unborn so that Canadians can decide for themselves how they want to deal with
this issue."

Campaign Life Coalition has taken the position that even though Stockwell Day supports the Preston
Manning "referendum" approach on life issues that is currently CA policy (which CLC has always
opposed), it is encouraging pro-life members of the Alliance to vote for Day. CLC states "Day does
have an excellent pro-life record in Alberta politics, has always been accessible and willing to meet
with pro-lifers, has spoken at our national conferences, and has actively sought the support of
pro-life voters in this leadership contest.

PLANNED PARENTHOOD SAYS POPE GUILTY OF "WAR" AGAINST WOMEN

Terminology Exposes Intent on ICC

ROME, June 30 (LSN.ca) - On Friday, International Planned ParenthoodFederation (IPPF) accused Pope
John Paul II and the Catholic Church of engaging in "a kind of war" on women by teaching that
abortion, promiscuity, homosexuality and contraception are wrong. The comments come in response to
the foiled plans of the IPPF in pushing abortion and homosexuality at the Beijing +5 conference. They
also expose the feminist strategy with regard to the International Criminal Court (ICC).

"The opinion and actions of the Holy See in regard to sexual and reproductive health and rights are
seen by many as a kind of war, a war that contributes to the suffering and deaths of millions of
innocent people, a war not conducted with guns and fire but with condemnation and psychological
terror," said the IPPF letter.

The apparent intent of the IPPF in using the "war" terminology relates to the intent of the radical
feminist application of the ICC. The UN Women's Caucus for Gender Justice released a pamphlet which
proposed that "withholding abortion from raped women should be explicitly defined as a war crime and
a crime against humanity." In effect, this would define an aspect of fundamental Christian doctrine
and morality as a prosecutable offense in international law.

NOTORIOUS EARTH CHARTER OFFICIALLY LAUNCHED

THE HAGUE, Netherlands, June 30 (LSN.ca) - Queen Beatrix of The Netherlands officially launched the Earth Charter yesterday in The Hague. The document heralded by population control gurus Mikhail Gorbachev, Maurice Strong and Stephen Rockefeller is described as an "unprecedented ethical and moral framework to guide the conduct and behavior of people and nations to each other and the Earth."

Besides being riddled with new age philosophies and mantras centering on earth worship, the document attacks pro-life and pro-family values. Using typical UN language for abortion (i.e. reproductive health) the Charter says we must "Ensure universal access to health care that fosters reproductive health and responsible reproduction" (section 2.7.e). Furthermore the Charter uses the term "sexual orientation" to open the possibility of forbidding religious taboos against homosexuality. "Eliminate discrimination in all its forms, such as that based on race, color, sex, sexual orientation, religion, language, and national, ethnic or social origin.," says the document in section 3.12.a.

Strong, special adviser to UN Secretary-General Kofi Annan and co-chair of the Earth Charter Commission, says "our aim is that the Earth Charter be received as a symbol of the aspirations and commitments of people everywhere, not unlike the Universal Declaration of Human Rights."

NEW REPRODUCTIVE TECHNOLOGY OUT OF CONTROL

TORONTO, June 30 (LSN.ca) - With scientists just having announced the mapping of the human genome and the accompanying glimpse into a world of designer babies, the New Reproductive Technology boom has gone into overdrive.

On June 17 details of the first cloned human (animal-human) embryo were released. American Cell Technology (ACT), a leading, private biotechnology company, cloned the human embryo in November using a cell from a man's leg and a cow's ovum. The human-animal embryo was allowed to live and develop for twelve days before it was killed.

To deal with the booming number of multiple births thanks to fertility drugs and in vitro fertilization, the Society of Obstetricians and Gynecologists of Canada released the first-ever voluntary guidelines on how Canadian doctors should manage multiples. In the June 27 document they suggest that all women carrying multiples should be offered "selective reduction" (abortion of one or more of the babies) if testing reveals that one of their children in utero is deemed unfit.

Canadian researchers have transplanted slivers of human ovary tissue into muscles on the back of a mouse, harvested potentially viable eggs from the grafts and matured them in a laboratory so humans can now be the offspring of mice.

Zenit news reports that on June 23, Navarre's (Spain) Parliament approved the proposal of a statutory law for juridical equality of irregular couples, which equates their rights with those of married couples. The Society for Protection of Unborn Children (SPUC) reports that the British secretary of state for international development has confirmed that the UK spent 40 million pounds last year on 'reproductive health' and family planning projects as part of its overseas aid contributions. Further, 42 million pounds
was used for this in 1998, and 38 million in 1997.

Two studies have demonstrated a link between the early onset of puberty in girls and the lack of presence of the girls' biological fathers in the home.

The National Post reports that Wyeth-Ayerst Canada Inc. has begun rolling out the second half of a contentious direct-to-consumer ad campaign for its birth control pill, Alesse, after receiving the go ahead from Advertising Standards Canada. The Markham, Ont.-based drugmaker had originally intended to launch the
