BROADCAST COUNCIL APPROVES STEAMY SEX SCENES FOR QUEBEC TEENS
'Regional differences' given as reason 13-year-olds have access to soft porn

OTTAWA, February 18, 2003 (LifeSiteNews.com) - The Canadian Broadcast Standards Council has ruled that the movie The Thomas Crown Affair, which features Pierce Brosnan and Rene Russo in an intense, revealing sex scene, should carry a different TV warning in Quebec than in English Canada. In Quebec, the council said the movie is safe for 13-year-olds to see during prime time, while elsewhere the minimum age should be 18.
The council cited "regional differences" that "may from time to time, be reflected in broadcast practices and public tastes." Asked for comment, Ann Mainville-Neeson, the council's executive director, said of Quebec, "It's a different society... It's not that we don't want to protect Quebec children... but we can't impose standards from elsewhere across Canada on a society that sees things differently."
It is true that a survey of Quebec parents found that 41% would "welcome their teens' sex partners into their homes overnight." In English Canada only 13% said they would allow this. Quebec's liberal moral climate coincides with it status of having one of the world's lowest birthrates and a teen suicide rate of 20.7 per 100,000 people, a rate twice the national average.
