Turkish Parliament Considering Prison Term for 'Sexual Orientation' Discrimination

Result of international campaign, funding and lobbying by IPPF, Packard Foundation

ANKARA, March 2, 2004 (LifeSiteNews.com) - In mid 2004 the Turkish parliament is set to review proposed changes to the Turkish Penal Code which would criminalize discrimination based on "sexual orientation" with possible penalties of one year imprisonment and monetary fines. On January 29, Turkey's Parliamentary Justice Commission voted to alter the 'discrimination' clause in the Penal Code to include "discrimination based on sexual orientation" as a crime.

Homosexual activists are praising the legislation that would result in criminal charges against a person who refuses anyone service, housing or employment on the basis of sexual orientation. The leading Turkish homosexual activist group, Lambda Istanbul, said that if the law passed, Turkey would become the first predominantly Muslim country to pass such a law.

The International Gay and Lesbian Human Rights Commission (IGLHRC), which is seeking to have the United Nations Human Rights Commission (UNHRC) pass a resolution to ban discrimination based on 'sexual orientation', lauded the Turkish development. Lambda Istanbul has already lobbied the Turkish government to support the UN proposal which was proposed by Brazil and co-sponsored by Canada. The UNHRC will consider the proposal when it meets from March 15-April 23.

Of note, International Planned Parenthood Federation (IPPF), with financial backing from the Packard Foundation, has assisted in weakening pro-family sentiment in Turkey. In 2000, IPPF, in a joint project with the BBC World Service, commenced a pro-abortion, pro-homosexuality program directed at youth in several countries including Turkey. The "Sexwise" project consists of radio broadcasts of IPPF propaganda in 11 languages and accompanying books, website, and telephone counseling for listeners. Sexwise is funded by the David and Lucile Packard Foundation (USA), the UK Department for International Development (DFID) and the European Commission.
