Georgia Targets Abortion Motivated by Race and Gender

Alarming abortion/birth ratio exposes Black demographic death-spiral

ATLANTA, Georgia, March 15, 2010 (LifeSiteNews.com) – Georgia legislators have moved forward a bill in the state House of Representatives that would ban abortionists from soliciting or performing abortions based on race, color, or sex.

The Prenatal Nondiscrimination Act (H.B. 1155) introduced last month by Rep. Barry Loudermilk (R- 14th) would criminalize “abortion based on the race, color, or sex of the unborn child or on the race or color of a parent of that child” in certain circumstances.

Last Wednesday, the state House Judiciary Non-Civil Committee approved the measure in a close 7 – 6 vote. However, the bill will need to make it through the Rules Committee before it can end up on the floor for a vote by the entire House.

The bill applies stiff penalties for those who solicit race or sex-based abortions: violators face between one to five years in prison, and a fine of up to $25,000. An abortionist who performs a race or sex-based abortion faces one to ten years in prison.

The proposed law allows women to seek damages in a civil action against those that solicited, coerced, or performed a race or sex-based abortion of their unborn children.

Although Blacks account for just 13 percent of the population, as a group they account for over a third of the nation’s abortions (36.4 percent) according to the U.S. Center for Disease Control – meaning approximately seven percent of the total U.S. population is having a third of the nation’s abortions. Abortion advocates say that Black women have a higher fertility rate (16.4 percent) than the total population (14.3 percent) according to the latest CDC data from 2007, thus the higher abortion percentage.

However, the percentage of births from the Black community tells a different story.

According to 2007 CDC data, non-Hispanic Black women accounted for just 6.8 percent of the total national births. Their fertility rate and percentage of births actually declined from the 2006 data, when they accounted for 6.9 percent of births and had a fertility rate of 16.5.

In contrast, non-White Hispanics, who as a group constitute 15.4 percent of the US population, accounted for 25 percent of the nation’s births, increasing their percentage from 24.3 percent in 2006.

The bill follows an awareness campaign by the Radiance Foundation informing Blacks in Georgia that their populations are disproportionately affected by abortion.

The group says that the historical evidence of Margaret Sanger’s eugenic hatred for Blacks, and the heavy preponderance of abortion clinics in areas inhabited by Blacks, point to deliberate targeting of their populations by Planned Parenthood and other abortion providers.

The Radiance Foundation in conjunction with Georgia Right to Life have set up 80 billboards in the Atlanta area reading: “Black Children Are An Endangered Species,” and referring viewers to the website TooManyAborted.com for more information.

Both Rep. Loudermilk and the Georgia Right to Life minority outreach coordinator Catherine Davis spoke with FOX News on the bill and the opposition it currently faces. Loudermilk said that because pro-life legislators are the majority in the House and the Senate, he believes it has a good chance of passing.

Davis commentated on the pro-choice opposition to the bill, which has pledged to pull out all the stops to defeat it, saying she was “flabbergasted.”

“You can still get an abortion,” she told FOX News. “Is there all this hoopla because these doctors are doing what I suspect they’re doing? Otherwise, why are they up in arms about our campaign?”
