FRANKFORT, February 12, 2003 (LifeSiteNews.com) - A bill that makes “fetal homicide” a crime passed the state Senate yesterday by a vote of 34-3.  Sponsored by Republican Sen. Richard Roeding, the bill empowers the state to prosecute someone who causes a stillbirth or miscarriage during an attack on a pregnant woman. Currently, state law says that a baby must be born alive to be considered a person.  The legislation now goes back to the state House, where similar laws have failed three times.  For local coverage see:  http://www.courier-journal.com/localnews/2003/02/12/ke021203s365523.htm
