The Philippine Daily Inquirer newspaper quotes Health Secretary Manuel Dayrit as admitting rural health centers are oversupplied with artificial birth control pills and condoms. “Our supply (of contraceptives) is so high that in provinces people running health centres use the pills to grow orchids and (use) condoms for party balloons,” he said.
