The legislation would amend the 1970 Controlled Substances Act to make it clear that doctors cannot use narcotic drugs, such as morphine, to intentionally cause patients’ deaths. At the same time, it would recognize that such drugs can be legitimately prescribed to control terminally-ill patients’ pain—even if the large doses required may hasten their deaths.
