ROCK: REPRODUCTIVE TECHNOLOGY LAW COMING THIS TERM

OTTAWA, Oct 4 (LSN) – Health Minister Allan Rock has said he will introduce a revised version of the new reproductive technology bill which died on the order paper in 1997 due to the election. The bill would address issues such as human embryo cloning, animal-human hybrids, sex-selection, the sale of human sperm and ova and the use of body parts from aborted babies.

In March, LifeSite reported that MP Pauline Picard (Drummond, BQ) told Health Minister Allan Rock that “Canada is the only country still without a clear policy regulating the use of medically assisted human reproductive technologies.” At the time, already ten years after the establishment of a $28 million Royal Commission on New Reproductive Technologies, the government said was not “ready” to act the Commission’s recommendations.

UN INQUIRY INTO UN COMPLICITY IN RWANDA A SHAM

UNITED NATIONS, Oct 4 (LSN) – A US House Member is decrying the obvious hypocrisy of the appointment by the UN of an “independent” investigating panel to look into the failure of the international organization to avert the Rwandan genocide. Kofi Annan has appointed as the chairman of the three-man investigating panel the fiercely pro-UN Ingvar Carlsson, former prime minister of Sweden. The other two members of the panel were recipients of UN appointments.

The National Post reports that Representative Cynthia McKinney has written UN Secretary General Kofi Annan saying, “The United Nations inquiry is merely designed to deny responsibility, deflect criticism and defend poorly planned and executed UN decisions made during the catastrophe which engulfed Rwanda in 1994. I am very concerned that this inquiry has been established for the purpose of whitewashing your own role and that of other officials in the tragic events surrounding … the genocide.”

Canadian General Romeo Dallaire, leader of the UN forces in Rwanda, and the central figure in the controversy, is to testify tomorrow before the UN appointed panel. He stirred controversy when he revealed that his recommendations for averting the massacre of 800,000 were rejected by UN high command. The National Post recalls that Dallaire was refused permission to testify in other inquiries around the genocide. The paper has obtained a confidential memo explaining the refusal to allow Dallaire to testify. Sent in 1995, it says: “The UN is not willing to allow Dallaire to be prosecuted for acts undertaken in the course of his duties and would assert immunity if it came to that … The UN has never been faced with a situation such as that [regarding] Dallaire and they are acting cautiously in establishing precedents. They are concerned about legal actions related to events in Yugoslavia.”

JUSTICE MINISTER OPEN TO REOPENING MORRISON CASE

HALIFAX, NS, Oct 4 (LSN) – Michael Baker, Nova Scotia’s new Attorney General, says he is open to overruling prosecutors to see that criminal charges are pursued in exceptional cases, reported the National Post today. In exemplifying his point Baker used the suspected euthanasia case of Dr. Nancy Morrison, saying that it was a case that would merit a second look.

Although Michelle McKinnon, spokesperson for Mr. Baker, said the Morrison case was used merely as an example, pro-life leaders in the province are hopeful that the Morrison case will be reopened.

Dr. Nancy Morrison, the Nova Scotia respirologist who escaped murder charges when a judge ruled that there was insufficient evidence to show that her alleged euthanasia attempt actually caused her patients death, was simply issued a reprimand by the Nova Scotia College of Physicians and Surgeons. The reprimand was given for the administration of potassium chloride and nitroglycerin, a concoction which stops the heart.

UNFPA CONTESTING ROLE IN KOSOVO DEPOPULATION EFFORTS

KOSOVO, Oct 4 (LSN) – The United Nations Population Fund (UNFPA) has contradicted earlier admissions that it came into Kosovo for its work at the behest of the Serbian government in its latest efforts to escape the backlash created by the report by the Population Research Institute (PRI). PRI accused the UNFPA of entering Kosovo to distribute their “reproductive health” kits at the invitation of Yugoslavian president Slobodan Milosevic. PRI notes that the kits, which promote depopulation by offering contraceptives, abortifacient drugs, and instruments for abortions, were permitted in Kosovo and only Kosovo by the Serbian president who was intent on depopulating the Kosovars.

Key information exposing the Serbian government’s plans to depopulate Kosovo was first reported by LifeSite News and sent to PRI along with original sources for the information from Serbia. In April, LifeSite revealed the Serbian government’s plan to “limit or forbid the enormous increase in the Kosovo birthrate,”articulated by Serbian Minister for Family Concerns Rada Trajkovic in 1998.

Since the publication of the PRI story by the Kosovo press, UNFPA has launched a counter- attack on PRI and is now denying that the it received permission from the Milosevic government to commence its population-control activities in Kosovo. However, PRI has released on the internet a voice mail message in which UNFPA spokesman Stirling Scruggs admits that in relation to the UNFPA’s work among the Kosovars that the Serbian “government asked us what we could do and we were able to find funds to help out, and we had just completed a needs assessment, at the request of the Yugoslav government, in Kosovo.”

Last month, Dr. Olivier Brasseur, UNFPA Representative in Kosovo, attempted to discredit PRI by hurling insults at the organization. He capitalized on the fact that most of Kosovo is of Muslim background by calling PRI an “extremist Roman Catholic group” in the United States. Any health related services the UNFPA helps to provide in Kosovo are tainted with their complicity in the depopulation programmme of Slobodan Milosevic.
