TOPEKA, Kansas, May 11, 2009 (LifeSiteNews.com) – An undercover audio tape recently released by two Kansas politicians captured a Kansas Planned Parenthood employee enabling the statutory rape of a young teen. Subsequently Kansas politicians voted for an amendment that would divert monies usually received by the organization to legitimate health-care facilities.

State Sen. Tim Huelskamp and Rep. Lance Kinzer on May 1 released the recording of a phone call made by an Operation Rescue volunteer posing as a 14-year old girl. The call was placed to Comprehensive Health of Planned Parenthood, (CHPP), in Overland Park, Kansas, on Tuesday, April 28, 2009. During the call, the supposed 14-year-old girl is heard asking about abortion, pregnancy testing, and birth control options.

The girl explicitly states her age, and explains that her boyfriend is 23 years old. At one point she asks the PP representative if her boyfriend can pick up her birth control pill for her. The PP staff member responds in the affirmative.

At no point does the employee raise any concerns about sexual abuse, despite the fact that the situation described constitutes Aggravated Indecent Liberties under Kansas law.

“This shocking conversation is consistent with a nationwide Planned Parenthood pattern of covering up sexual abuse of young girls,” said Sen. Huelskamp in releasing the tape.

Recent unrelated undercover investigations by Lila Rose of Live Action Films have so far implicated at least 6 Planned Parenthood centers across the country in illegally covering up statutory rape that they were, by law, required to report to the authorities.
 
“As a father of two young girls ages 13 and 12,” said Huelskamp, “I am appalled that Planned Parenthood shows absolute contempt for our laws protecting children from sexual abuse. I don’t think it is too much to ask for any entity that receives taxpayer funding to follow our laws, especially those protecting young girls from sexual abusers.”

In the past two fiscal years, Kansas has paid out $550,000 in tax money to Planned Parenthood of Kansas and Mid-Missouri, according to Rep. Kinzer.

“Planned Parenthood was not only willing to look the other way, but was going to hand birth control pills over to an adult so he could conceal his continued sexual abuse of a little girl,” said Operation Rescue President Troy Newman about the result of the OR investigation. “Most taxpayers would be very upset to know their tax money was funding that.”

After the recording was made public, the so-called Huelskamp Amendment to the state budget, which would redirect Title X money to hospitals and other legitimate medical facilities, passed easily in both houses. The passed amendment will have the effect of defunding Planned Parenthood in Kansas. The budget now awaits the signature of the new governor, Mark Parkinson, who holds line-item veto power.

The amendment had been in the works since at least last December, when Huelskamp announced the effort to defund Planned Parenthood in the state. The recent audio recording is only the latest of the many woes of the state’s Planned Parenthood, which is under investigation over allegations that it has conducted numerous illegal late-term abortions.

“Planned Parenthood was caught red-handed yet again ignoring child sex abuse, as it has been by other pro-life investigators around the nation,” said Newman. “This will be Gov. Parkinson’s first test on moral issues. Will he continue to endanger our daughters, or will he do the right thing and sign the budget with the Huelskamp Amendment intact? We’ll know in a few days.”
