Background:  On September 27 of this year, PRI sent a team of investigators to look into alleged abuses in a UNFPA county program in China (Sihui). Over the course of its four-day investigation, PRI obtained testimonies on audio-and videotape from the victims of forced sterilization and forced abortion themselves. PRI investigators were told by dozens of victims and witnesses that coercion is just as bad in this UNFPA county as it has ever been in the course of China’s one-child policy. UNFPA has since denied that coercion in its Sihui County program exists. But the evidence obtained by PRI proves that abuses are rampant.

This week, the U.S. Congress approved $34 million for the United Nations Population Fund (UNFPA). So it is now up to the President to invoke a provision of federal law known as the Kemp-Kasten Amendment—which outlaws the funding of groups that support forced abortion and forced sterilization—thereby zero-funding UNFPA.

US taxpayers should not be forced to fund a group that supports forced abortion and forced sterilization in China, or anywhere.
