LONDON, Apr 8 (LSN) – According to the Scripps Howard News Service, the United Nations High Commissioner for Refugees (UNHCR) and the UN Population Fund are preparing to issue aid workers with a field manual for “reproductive health” in refugee camps. Pro-life observers say the manual is proof positive of the U.N.‘s reckless disregard for the sanctity of human life and the health and safety of women, in its relentless pursuit of population control. Some humanitarian aid workers have balked at using the manual, and aid groups Save the Children and Oxfam have removed their names from the manual. Also, Worldvision and Caritas International, two of the largest such agencies in the world, have expressed serious reservations to the UNHCR.  While expressing no opposition to abortion per se, doctors from the aid agencies have decried the manual’s direction to perform procedures that would be dangerous in refugee camps, such as IUD implantation, and surgical abortion. Dr. Carole Collins of Oxfam, who has had 13 years’ experience working in refugee camps, said these complicated procedures should only be carried out in hospitals.  She described the manual’s directives as amounting to “clinical malpractice,” and “taking huge risks with lives.”  Other aid workers note that the UNHCR manual advises workers not to tell women that post-coital contraceptive drugs (“morning-after pills,” etc.) are actually abortifacients.  The U.N. is trying to defend itself, saying that the medical facilities in the camps are adequate to handle the procedures
