That success—built mostly on promoting abstinence and monogamy—stands in stark contrast to Bush’s previous destination, Botswana, which promotes condoms and has the world’s worst HIV infection rate. “You have shown the world what is possible in terms of reducing infection rates,” Bush told Ugandan President Yoweri Museveni in a meeting. Bush’s five-year, $15 billion AIDS plan is inspired by the example of Uganda. “This is the deadliest enemy Africa has ever faced and you will not face this alone,” Bush said, addressing Africans at large.
