BEIJING, People’s Republic of China, July 30, 2002 (LSN.ca) – Guandong province is blaming Bush administration criticism of the country’s one-child policy for its latest crackdown on human life and liberty—raising the fine for having a second child to eight times an offending couple’s annual income.  Media in the West are echoing Beijing propaganda, which claims the regulations “are an expression of grave concern over a severe excess of newborn males.” (Male births now outstrip females by a ratio of 116 to 100, whereas 106 to 100 is the international norm.) But keen observers know full well that the cause of this dire imbalance is Beijing’s own child-limiting policy, which has led to unprecedented abortion of unborn girls.  Reports claim that rising incomes allow more couples to have “unauthorized pregnancies,” which can then be legitimized by paying a registration fine along with the necessary bribes. But many Chinese have always aspired to larger families than have been officially allowed since Communist rule was imposed in 1949.
