MONTREAL, July 14, 2004 – Quebec’s human rights commission has told a town plagued by vandalism that imposing an overnight curfew on residents younger than 16 would violate the provincial Charter of Human Rights and Freedoms. The commission told the town of Huntingdon that the charter guarantees Quebecers freedom of movement and freedom of peaceful assembly regardless of their age.  The curfew was to be implemented as a response to a rash of vandalism in recent months that damaged windows, gravestones, and public property. The statement amounts to an opinion to guide municipal officials as they decide whether to implement the curfew.
