ROME, July 8 (LSN) – With the end of the UN Conference on the Establishment of an International Criminal Court only 6 working days away, a draft copy of a final document should be available by the end of the week, say UN sources. However, there is much concern over the possible rejection of the document by some nations, most notably the United States. While crimes such as “enforced pregnancy” continue to be debated,  and other issues of contention such as the proposed court’s strength, independence and jurisdiction remain unsettled, compromises are being considered.  Three main positions on compromise have emerged. One suggestion is to compromise by giving in to U.S.  demands that would limit the power of the ICC and make it subject to the veto of the UN Security Council.  Others suggest forging ahead with a court with unchecked powers and unbridled jurisdiction and allowing the U.S. and other opposing countries to opt to join the ICC at a later stage. A final proposal was put forward last week by the president of the Yugoslav war crimes tribunal, Gabrielle Kirk McDonald who suggested delaying the implementation of the ICC in order to have more time to negotiate for a strong court.
