AUSTIN, July 2, 2003 (LifeSiteNews.com) – Activist judges have thrown up new obstacles for democratically passed pro-life legislation in Texas and Virginia.  In Texas, a federal judge ruled that medical clinics can receive federal tax dollars without making a commitment not to perform abortions. A provision in the state’s 2004-05 budget, denied federal money to organizations that provide abortion services and the Texas Department of Health was attempting to obtain commitments from organizations to adhere to the policy.  In Virginia, a judge ordered prosecutors to no longer enforce Virginia’s “partial-birth infanticide” ban, which was passed by the state legislature only a few hours earlier.
