A projected charter of fundamental rights for the European Union has aroused widespread alarm from critics who say it is just another step toward a federal ‘super-state’. Francis Maude, the foreign affairs spokesman for the opposition Conservative Party in Britain, said that if Britain does become part of the treaties, the charter would be “the most far-reaching transfer of power from elected national legislatures to unelected European judges yet.” The Conservatives note that the charter would elevate the European Court of Justice into something resembling the U.S. Supreme Court. Proponents of the charter suggest the charter will be finally adopted at a summit conference in Nice in December.
