TORONTO, July 31(LSN) – Dr. Fraser Mustard, founder of the Canadian Institute for Advanced Research,  is leading a study commissioned by the Ontario government on education for pre-school age children.  While parents were alarmed at the NDP government’s proposal of beginning school at age three, Mustard proposes starting formal education much earlier. While sounding very innocent, Mustard suggested schooling for children should begin at 18 months. He says he admires the Swedish system. “By the time you’re one-and-a-half or two you need to be mixing with other kids and so the Swedes put you in the systems that let you do that,” he said.  Mustard will submit his recommendations to the Ontario government in October with new measures scheduled to begin in the 1999-2000 school year.
