WASHINGTON, September 5, 2003 (LifeSiteNews.com) – The Senate Appropriations Committee has attached an amendment to a funding bill for the Commerce, Justice and State departments and related agencies which would nullify President Bush’s executive order to broaden the Mexico City policy.  The executive order, issued last week, saw the policy which forbade USAID funding for overseas groups which perform or promote abortion broadened to include barring funds from the State Department.  The Catholic Family and Human Rights Institute (C-Fam) explained that the Mexico City Policy as previously written was no longer adequate since the State Department “now spends ever-larger sums on international family planning programs. For instance, the State Department provides about $40 million to family planning programs for refugees every year.”
