WASHINGTON, September 27, 2002 (LSN.ca) – The House of Representatives has authorized payment of $244 million in unpaid membership dues to the United Nations, the final part of the $926 million in back dues the United States agreed to pay in 1999, plus $78 million in new fees.  As part of the U.S. agreement to pay up, the United Nations promised to reform its notorious bureaucracy—a sticking point for longtime UN-monitor Sen. Jesse Helms, who is retiring. But the payment is also seen as a goodwill gesture as the Bush Administration seeks international support for “regime change” in Iraq.  For newswire coverage see:  https://story.news.yahoo.com/news?tmpl=story&u=/ap/20020926/ap_on_go_co/congress_foreign_spending_5
