The Miami Herald reports that a Florida appeals court upheld a state law requiring parents to be notified before their minor daughter undergoes an abortion, finding that though the law “plainly interferes” with a girl’s constitutional right to privacy, her health must be protected. The parental notification law, approved in 1999 by legislators has been tied up in court challenges since Gov.
