The Council of State, Colombia's highest administrative court, has struck down a regulatory decree that would have mandated that the nation's public and private hospitals perform abortion.
Colombian pro-lifers, led by the nation's Conservative Party, say they have now gathered five million signatures for their petition for a constitutional amendment prohibiting all abortions.
