Contrary to what Pope Francis may believe, nuns were not made to be bureaucrats or civil servants. A proper appreciation of nuns consists in helping them live their own vocation: humble, silent, indispensable work among the poor, the sick, the elderly.
The real novelty is this: Pope Francis is pursuing a strong policy of centralizing the governance of the Church. While in the classical vision of governance subsidiarity prevails, in Francis' vision of governance everything must be under the direct control of the Pontiff.
